Human Resources Committee Meeting
December 13, 2011

The Human Resources Committee met Tuesday, December 13, 2011 at The District offices at 245 Main Street, Cromwell, Connecticut.

The Chair, Tom Tokarz, called the meeting to order at 5:45 PM. In addition to the Chair, present were Committee Members - Jim McNair and Doug Sienna. Committee Members - Gerry Amodio and Angelo D'Alfonso were absent. There was a quorum. Also present was Executive Director - Brian Armet.

The following is a summary of the meeting:

1) Operators Positions' Vacancies

The Executive Director stated that the Operators Positions', three, and Utility Position, one, vacancies were posted the beginning of November. The District received 88 applicants. The Executive Director and Operations Manager, Dave Stille, narrowed the applicants down to 20 that could be considered qualified for the Operators Positions and then narrowed this 20 to five for interviews. One of the five declined as he had already accepted a position. Of the remaining four, three were selected. Two have a Grade 1 Operators Certificate, a requirement of the position, as well as having taken the Sacramento Wastewater Operators Correspondence course. The third has related experience and has taken water and wastewater courses at Gateway CC. The Executive Director indicated that the first candidate would be taking all of the required physicals and psychological exam on December 20th and that if he successfully passed these screening exams and the background check he would start work the second week in January. The psychological exam report will not be available until after Christmas. The Executive Director also stated that he would be phasing the exams and the start dates for the other two so that they would occur in January and February. The Committee stated that recognizing how critical these positions were that he should schedule them immediately and bring them on board in January so that we do not loose them. The Executive Director said that he would do that. He also stated that the Maintenance Manager, Bill Adkins, and he would be reviewing all of the remaining applicants for the Utility Persons Position in the Maintenance Department after the New Year.

2) Union Agreements - Executive Session

Mr. Sienna moved Mr. McNair seconded, and the committee approved unanimously to go into Executive Session at 5:55 PM, with the Executive Director - Brian W. Armet, to discuss the upcoming renewal of The District's Union Agreements.

Mr. Sienna moved Mr. McNair seconded, and the committee approved unanimously to come out of Executive Session at 7:25 PM.
