Engineering Committee Meeting
July 11, 2011

The Engineering Committee met Monday, July 11, 2011 at The District Offices at 245 Main Street, Cromwell, Connecticut.

The Chair, John Dunham, called the meeting to order at 5:30 PM. In addition to the Chair, present were Committee Members - John Luddy, Tom Tokarz and John Valengavich. Committee Member - Gerry Amodio was absent. There was a quorum. Also present were Board Chairman - Bill Candelori, Board Members - Peter Centurelli and Ed Sasso, and Executive Director - Brian W. Armet.

1) Incinerator Emergency Repairs

The Committee concurred with The Board Chairman and the Executive Director to move forward with the emergency repairs to the Incinerator.

2) Nitrogen Upgrade and Initial Implementation Steps

The Committee, Board Chairman, Non-Committee Board Members and the Executive Director discussed the Nitrogen Upgrade Initial Implementation steps, Construction Management at Risk versus a General Contractor, the estimated project costs, and related issues. The Executive Director was asked to edit his one page cost summary and to attach Wright-Pierce's cost estimates.

The Committee also discussed the new legislation, its implementation steps, and related issues. It was decided that The District did not have to take action at this time: the legislation has not been signed into law by the Governor and Middletown has not submitted an application to join The District. The Committee briefly discussed the form of the application, and discussed at length the project items that would be required just to accommodate Middletown versus the items that are for all communities.

3) Related Business and Staff Updates

The Executive Director reported on the power outage that occurred Friday night, July 8th.

Mr. Valengavich moved, and Mr. Dunham seconded, and the Committee approved unanimously to adjourn at 6:10 PM.
