Meeting Minutes

The Engineering Committee met Monday, June 13, 2011 at The District Offices at 245 Main Street, Cromwell, Connecticut.

The Chair, John Dunham, called the meeting to order at 5:35 PM. In addition to the Chair, present were Committee Members - Gerry Amodio, John Luddy, Tom Tokarz and John Valengavich. There was a quorum. Also present were Board Chairman - Bill Candelori, Board Members - Peter Centurelli, Angelo D'Alfonso, Doug Sienna and Ed Sasso, District Counsel - Diane Chace, Executive Director - Brian W. Armet and District Engineer - Michelle Ryan.

1) Nitrogen Upgrade and Initial Implementation Steps

The Committee, Board Chairman, Non-Committee Board Members, District Counsel and the Executive Director discussed, at length, Wright-Pierce's Bidder Support Services, whether The District should move ahead with the Nitrogen Upgrade Construction at this time, the Executive Director's Draft Construction Manager Project Advisor RFQ/RFP, other Construction Manager Options such as Construction Manager at Risk, the cost of Wright-Pierce's Construction Inspection Fees, retaining a Construction Attorney and related issues.

It was decided that District Counsel and the Executive Director would develop a list of Construction Attorneys and initiate contact with them regarding their availability and familiarity with Construction Manager at Risk type services, and bring a finalized list back to the Board for review and consideration.
